The Australian Government has announced its intention to expand bulk billing eligibility to all Australians and introduce a Bulk Billing Practice Incentive Program for practices registered with MyMedicare, starting 1 November 2025.
Starting 1 November 2025, all Australians with a valid Medicare card will be eligible for bulk billing incentives. This marks a major expansion from the current eligibility, which is limited to:
Children under 16
Commonwealth Concession Card holders
This change allows all general practices to participate in the expanded bulk billing program.
BULK BILLING PRACTICE INCENTIVE PROGRAM (BBPIP):
The Bulk Billing Practice Incentive Program (BBPIP) introduces a new financial incentive for practices registered with MyMedicare.
Key Features:
A 12.5% loading payment on every dollar of MBS benefit earned from GP non-referred attendance (NRA) services.
The incentive will be shared between the GP and the practice (details on the split to be confirmed).
Participation Requirements:
To be eligible for BBPIP, practices must:
Commit to bulk billing all GP NRA services
Advertise their participation within the practice and on Healthdirect’s National Health Services Directory
Be registered with MyMedicare (Note: Accreditation requirements will be waived for two years for practices joining the program)
Practices that register for the BBPIP are required to display Medicare Bulk Billing Practice signage as a part of the eligibility requirements for the BBPIP incentive payment. Posters and flyers with information for patients about eligible services are also available. Signage and information for patients can be ordered from NMM or downloaded via the BBPIP resources page.
The main signage is a decal that can be displayed on a window, door or reception desk. It is available in 2 sizes. Visit the department’s website for guidance on this eligibility requirement and the correct use of signage, and to see what the signage will look like.
ACCHOs, AMS, mobile and outreach services and other services without a physical location are exempt from displaying physical signage. Where appropriate, services are encouraged to use Medicare Bulk Billing Practice social media and web tiles on their digital platforms.
